Grassroots campaign to protect the wetlands and conservation land along Lowell Street in Peabody, MA from overdevelopment at 303 & 309 Lowell Street.

Our Wetlands Are at RiskLowell Street borders protected conservation land and the buffer zones of Proctor Brook and its associated wetlands. These natural areas are safeguarded by the Massachusetts Wetlands Protection Act and Peabody’s local ordinances.
The recent Approval Not Required (ANR) subdivision at 309 Lowell Street and the proposed renovation and group home development at 303 Lowell Street threaten to:

  • Increase stormwater runoff and pollution into Proctor Brook

  • Damage critical wetland buffer zones and wildlife habitat

  • Add significant traffic and parking pressure to a residential street

  • Permanently alter the low-density character of our neighborhood

We support responsible development — but not at the expense of our protected natural resources and neighborhood quality of life.

Why We Are Speaking Up1. Wetlands & Conservation
Any construction, grading, or new impervious surfaces near Proctor Brook requires a full Notice of Intent to the Peabody Conservation Commission. We demand strong protection of the 100-foot buffer zone of wetland and 200-foot buffer zone of Proctor Brook.
2. Neighborhood Character
This part of Lowell Street is zoned for residential use. Subdividing lots and adding a higher-intensity group home changes the established character of the neighborhood.
3. Traffic & Safety
A group home generates far more daily vehicle trips (staff shifts, visitors, deliveries) than a single-family home. Lowell Street is already very congested. Congestion will severely increase with this level of activity.

Join Your Neighbors – Sign the PetitionWe, the undersigned residents and concerned citizens of Peabody, and local residents, strongly oppose the subdivision and proposed commercial development nature at 303 and 309 Lowell Street due to its proximity to Proctor Brook and protected wetlands.We call on the Peabody Conservation Commission and Planning Board to:

  • Do not allow subdivision, construction of two duplexes, driveways, and utilities within protected area of Proctor Brook and wetlands

  • Do not allow construction of a group home, subdivision, a second building, extremely large, paved driveway and parking lot, retaining wall, and stormwater drain system into the protected riverfront and protected wetland

  • Require a full environmental review under the Wetlands Protection Act and impact on 1 mile radius

  • Mandate complete stormwater and erosion control plans and impact on 1 mile radius

  • Conduct proper traffic and site plan studies

  • Provide meaningful opportunities for public comment

  • Survey of 10,000 Peabody residents regarding this matter using publicly approved questionnaire and release results to the public
